Is it allowed to offer a prize for a Google review?

No, and SpiniX never does. Google's review policy bans incentives for reviews. On SpiniX the prize is for the spin, it is delivered before the review link appears, and the link is shown to every guest with no condition attached, whatever their rating. That keeps you clear of both incentivised reviews and review gating.

We already collect a waiver for every thrower. What does SpiniX add?
